Go with San Francisco. There’s a good chance it will be very cold in Chicago in November.
We don't even know on what day the layover will take place: early, mid, or late November. Regardless, there is a good chance it will be just fine in Chicago. Winter has been creeping in later and later in recent years. Heck, on the first Saturday last December 2022, I enjoyed a sunny 50 degree day at the downtown Christmas market.
I would probably skip Union Square - the worst area for homelessness is the Tenderloin which is just west of Union Square but most tourist areas are fine.
I would say that the loop area in Chicago is a fairly high crime area and that is probably the most visited tourist area.

SF is great most of the time in Nov - Chicago sometimes gets snow in Oct and pretty consistently is very cold by mid Nov.
I was talking mostly about petty crime - things like tourists are subjected to. But for serious crime, Chicago is much more dangerous than SF but agree that is not a loop issue.

True but SF is very tied to Oakland as a metro and Oakland has comparable, in some ways worse, crime to Chicago, albeit at a smaller scale. Lots of dodgy Bay Area suburbs too although Chicago prolly has even more dodgy suburbs.
That said SF, itself, especially outside somewhat of Greater Downtown and I guess Bayview has super low serious crime.
Very tough call. My two favorite American cities after NY. I love Chicago but I left my heart in San Francisco. In November I would say San Fran but it's real close. I was there last October and the weather was perfect.

Complete baloney! Define "very cold". Average high by November 15 is 50 degrees (per weather.com) Keep in mind, this person is likely spending the layover day during the daytime and evening.
,.SF, too chancy to get snowed in at Chicago Ok maybe last November there was no snow, but you can't say it won't snow in November, & may cause delays.
