Chicago vs San Francisco for a one day layover (best, better, compared)

My wife is going to be flying to Washington DC from Kuala Lumpur in November for work.
She's going to have the option to spend 24 hours in either Chicago or San Francisco on a long layover. Tokyo is also an option, but since this is a US forum, I'll just stick with the two US cities.
There's no special criteria other than she'll have 24 hours to do whatever she likes in either city. She's not exactly a huge bar or club person (she's 44!), but she's more than happy to grab a drink and get some decent food.
Because it’s November I’d go with San Fran because of the likelihood of milder weather. She might have the chance to be outdoors a bit more. November in Chicago can be brutal, while in San Fran it’s at the worst just rainy and cool. If she were visiting in the spring or summer, I’d say Chicago.
But it’s true that both cities are great entertaining places to spend a day.
Chicago. San Francisco needs to clean itself up before I would recommend any international tourists go there again.
There are plenty of international tourists in SF as I write this and most are having a great time. LOL. I see them every day now that I'm back in the office 3x a week.
I would definitely recommend SF for a day layover. The city is more boring compared to it's former self, then it is dangerous imo. As I was saying in another thread, last week I walked from the US Customs and Immigration building on Sansome all the way to my office on Mission & 2nd and I didnt see a single homeless person, the streets were immaculate and it was well, creepily empty.
The area your talking about is the Tenderloin, definitely needs to be power hosed(with fire) imo.
Otherwise, the waterfront, Chinatown, SOMA, GGP, beaches, hills, etc. all the same as always tbh.
San Francisco all the way! Stunning views, beautiful geography, world class restaurants, fabulous culture, and super cosmopolitan.
No shade to Chicago, because it has fabulous world class options as well. I just love San Francisco.
The recent news of the problems in downtown San Franciso is greatly sensationalized. My partner was just there 3 weeks ago on business, and said downtown was quieter, but there were no issues as the news would have you believe.
Check out San Francisco! It's one of the better world cities.
