What are the cities where certain neighborhoods have, or have had, a movement to secede and form their own city?

In NYC, Staten Island once wanted to leave. In Atlanta, Buckhead wanted (still wants?) to leave the city. IIRC maybe 20 years ago some part of Los Angeles also wanted to secede and form its own city. And Jackson Miss. had a proposal (still pending?) to create an entirely separate judicial system for the wealthier part of the city -- a secession in all but fact.

These movements seem mainly driven by issues of crime, race, or class IMO. Are there any other reasons? Other cities where secession movements have arisen? And have any ever been successful?

Thoughts?

The suburban and unincorporated part of Baton Rouge wants to incorporate as St. George to stop their kids from going to school with poor black kids in Baton Rouge proper.

Boston: Parts of Dorchester, Roxbury and Hyde Park.

They almost seceded to become a city called “Mandela” in the 90s

Dallas - Oak Cliff secession in the 90s. Since Oak Cliff is so big, a good chuck of the city would've been gone.

Residents in the Eight Mile area of Prichard (a Mobile suburb) are actively trying to deannex from Prichard, with some of the residents of Eight Mile wanting to join the city of Mobile instead

West Seattle, at least back in the '90s. Although it's ambiguous how serious it was

"West Seattle citizens have feuded with the city for years - over the Seattle School District's mandatory busing policy, police protection they describe as inadequate, and fewer libraries than they think is fair. Recently, citizens have complained about a controversial citywide plan that calls for four "urban villages" - areas of high-density zoning - in West Seattle West Seattle. Protest groups say the urban villages would devalue their property and ruin the ambience of the area, situated on a peninsula across from downtown."

I believe there have been some renewed clamors for Staten Island secession. But I suspect it's dead in the water as they need consent from NYC which seems unlikely to happen.


It seems like secession is a very difficult thing to get done given that a city is unlikely to let those tax revenues slip away. Not sure if there's a way to bypass that and go directly to state authorities (and of course the bigger city you're trying to secede from likely also enjoys a great amount of influence with those).
