Using my personal best places to retire criteria as a base:

Cleveland- 2
Chicago- 7
New York City- 5
Bay Area- 9
Los Angeles- 4
Colorado Springs/Denver- 9
Las Vegas- 2
Philadelphia- 4
Baltimore/Washington DC area- 6

I don't really have a 10 in the US. For me a 10 would be like a Denver city amenities (housing, parks, trails, scenery, and recreation) with San Diego temperatures and a Portland OR width river downtown and greenery and Nashville lakes. My best places to retire list looks more like:

9s- Denver, Bay Area, Nashville, San Diego/Chula Vista
8s- Tampa Bay Area, Ft. Lauderdale, Austin, Portland OR

Why do you have CS and Denver together? They are two, very seperate cities. IMO, CS would drop Denver about 2 or 3 notches.
