As roboto said, no, there are thousands of buildings unaccounted for in Seoul. It's bigger than NY. And it means nothing- it doesn't mean Seoul is a better city or a that it has a better skyline. Just like that doesn't matter when comparing NY to Chicago.
And I had to laugh again at "No other city has as many buildings as NYC". This is a REAL picture of Shanghai:
Now, keep in mind, the tallest building on the top right? That's the highest roof in the world, and the shorter one in front of it is still taller than ESB. It's not like a picture of a bunch of small buildings. And that's HALF of the skyline. If the picture kept going to the right, you'd see the other half. Shanghai ****s on NY as far as number of buildings goes. It's not close. At all.
Seoul doesn't have thousands of undocumented buildings. Look at the aerial photographs and the skyline photographs and compare it to New York's which seems 5X+ larger in terms of high-rises.
I lived there for two years. Seoul has more than 205 high-rises in single neighhborhoods.

Its very ugly, with the exception of the Pudong area of course. 80% of shanghai buidlings have such bland ugly commie block architecture. The Expession Quality over Quantity truley applies here with both NY and Chicago compared to Shanghai. Although around Pudong is where one the nicest skylines in the World is at. I forgot about Shanghai, in any case, sorry but there are not more buildings in Seoul than in New York City. Maybe in your dreams, but not in reality.
And re: Shanghai, I wouldn't say it "blows NY out of the water" since according to official documents, there are 6,704 buildings in Shanghai compared to 6,218 buildings in New York City proper.
And off-topic.... yuck Shanghai's skyline looks awful. That picture looks disgusting!

Yes, in reality, there are more high-rises in Seoul. Anyway, regarding Shanghai, those official documents are not correct. Do you need more pictures? What official documents are you referring to anyway? Emporis? That's not official by any means.
The point is, number of high rises doesnt matter. Particularly concerning those under a certain threshold.
Few would make the case that Sao Paulo (thousands of 12-20 story buildings, and few more than 40) has a better skyline than NYC, am I correct? When you have a critical mass of taller buildings, in the 40 story range and above, then you can start having a conversation about which one looks better to you. And, as some here have tried to say NYC has better quality buildings than Shanghai or Seoul, which is indeed a valid point.
So when some here are saying they prefer the quality of buildings in chicagos skyline to NYCs, you have to allow them that viewpoint as well. Its a reasonable judgement, wether you agree or not.
Look it up! Just google "seoul aerial" and have a map of Seoul next to you. There's no shot of all of it, just like there's no shot of all of Shanghai.
Jesus, why is your ego so tied to NY having the most high-rises?! It doesn't- Shanghai has more, Seoul has more, Hong Kong has about the same amount and Sao Paolo is probably a little but behind- for now. The size of the skyline does not make the quality. Just like the size of Chicago's skyline doesn't make it less impressive or 'not as good' as NY's. Sorry dude, your own argument came back to bite you in the ass.
Oh good god, I've never really cared looked much Shanghai's skyline photographs...so I'm looking at them now and it looks absolutely terrible.
So I guess it's true that in most cases, sheer amounts of buildings don't equal better looking skyline.
Now this is what I call hideous. That tall needle thing is looks disgusting and the gold thing on the right is just nasty. LucasS6's photograph looks even worse.
