Camden: South, North Camden.
Baltimore: West Baltimore (SW, Druid Hill, Sandtown)
Chicago: Englewood, W Englewood, Pilsen, K-Town (N Lawndale), Chatham

NYC: Brownsville, Harlem, East Harlem, Washington Hts., East NY, South Jamaica, Soundview, Hunts Point, Mott Haven, Bed Stuy

One of the worst is the neighborhood I teach in, the south Bronx. It's too bad it isn't one of the areas in the S.Bronx that is being re-built with parks and all.

Where your first grade students are already involved in gangs...

BUT...it's gone a long way to how it was in the early 80s, check this out. I don't think any area in the city in the country has ever been like this:

I think Chicago's projects were undoubtedly the worst back when they were very active. I read on Wikipedia that one had 28 murders in a weekend, population 27000. Not sure if that is true.

Chicago still has some real bad hoods but I don't know how they stack up to those in other cities.

Eh, Druid hill really isn't that bad. A bit of Abandonment but nothing too unordinary. Sandtown and Brooklyn are the worst for W Baltimore. But the worst part of Bmore is East Baltimore (Oliver, Broadway east, South Clifton Park as well as most parts of Greenmount ave and N ave)
