How do you figure that? Miami according to many human geographers part of Latin America, it does not get much more international than that. It feels like Latin America, it looks like Latin America because it is Latin America. Houston is very American.
Diversity of Neighborhoods? Miami is IMO the 3rd most diverse city in the US after NYC and LA. You might say it is all Hispanics but there is a HUGE difference between Cubans and Argentinians or Colombians and Mexicans. Also Miami has a large, South African, Italian, Russian, Brazilian, Spanish, Haitian communities. Half of the people in Miami-Dade county were born outside the US. Houston more international than Miami? I highly doubt that.
When Houston has three official languages like Miami does than we can discuss that possibility.
And when Miami has more than 90 different languages being spoken in the city then we can discuss the possibility of it being more diverse.
For now though, Houston has a larger variety of nationalities living in the metro and more consulates than Miami. That sounds like diversity to me.

I can go to South Texas and feel like I'm in Mexico. Does that mean it's one of the most internationally place in American?
The African American culture can go to any city. Atlanta has one of the largest Korean populations in the country though.
Atlanta's Korean population is barely above Dallas' (difference of about 2k), however both Houston and Dallas have much larger Asian populations overall than Atlanta or Miami.
I think you kind of confused yourself, Houston easily beats Miami when it come to international feel and about tied with neighborhoods; However, Miami is the more internationally known city due to publicity and it being a travel destination.

So I guess Miami doesnt have diversified nieghborhoods? what about lil havana where cubans reside . are lil haiti etc there are plenty of ethinic nieghborhoods in Miami. You would have to live there to know that.
Houston Atlanta charlotte Dallas Boston Philly all the same nothing really changes. You can tell when your in A american city,Vs IF you were in A south american city
