Ill end by saying these. All three of these cities are very international. It depends on what kind of international youre looking for. Houston and Dallas are best for Asian culture (Houston is better for Far East Asians and Dallas is better for South Asians), Miami and Houston are best for Latin Culture (Dallas more Mexicans than any of the above and alot of Salvadorans, but there isnt as much diversity among Latinos here). Atlanta has the best culture for African-Americans. It just depends.

The African American culture can go to any city. Atlanta has one of the largest Korean populations in the country though.

In any case, Miami wins on every level of being the most international of the cities mentioned. Outside NYC and LA, theres no other place in the US more internationl that MIA.
I think you kind of confused yourself, Houston easily beats Miami when it come to international feel and about tied with neighborhoods; However, Miami is the more internationally known city due to publicity and it being a travel destination.

Houston international feel !!!!! Houston look like the rest of the South and feels that way Miami looks nothing like a american city and doesnt feel like one either

How do you figure that? Miami according to many human geographers part of Latin America, it does not get much more international than that. It feels like Latin America, it looks like Latin America because it is Latin America. Houston is very American.

Diversity of Neighborhoods? Miami is IMO the 3rd most diverse city in the US after NYC and LA. You might say it is all Hispanics but there is a HUGE difference between Cubans and Argentinians or Colombians and Mexicans. Also Miami has a large, South African, Italian, Russian, Brazilian, Spanish, Haitian communities. Half of the people in Miami-Dade county were born outside the US. Houston more international than Miami? I highly doubt that.
When Houston has three official languages like Miami does than we can discuss that possibility.

Just because Miami has many connections to Latin America does not mean it is Latin America. For it to be Latin America, it would have to be placed in Latin America in which it is not.

Well all four cities actually have a strong black presence. I don't disagree with you though.
