Not even close! SF's Union Sq is more like LA Live or Seattle's Westlake or Boston's DT Crossing...
Union Square is undoubtedly bigger, and more exciting and vibrant than Westlake or LA Live, and probably downtown crossing as well.
However, it is nothing like Times Square. Nothing in the US is anything like Times Square. I think certain blocks of the strip in Las Vegas are as close as it gets, but even that's not close at all.
A few districts in Tokyo and Osaka are the closest in feel and look to Times Square of all the places I've been. I didn't think Picadilly Circus in London was really that similar (great in its own right, but not like Times Square).
In terms of insanely crowded commercial places, I actually think Tokyo and Osaka surpass NYC. You really can't even explain it until youve been to these cities.

I've heard that the place in Tokyo (Shinjinku or whatever it is) is actually a bit larger than Times Square...not height-wise, but supposedly spans several blocks. I'd be interested to see if a deeper exploration of the area.
Aside from that and Piccadilly in London, there's almost nothing in the world that can compare to Times Square. Even though it's wicked touristy, etc, etc it's still a really cool place if you're not a local yokel.
Apparently they want to make DC's Gallery Place/Chinatown similar to Times Square. It of course won't be as big, but still closer than most places. I think the final approvals should be done in the next week or so from what I heard. Here's a site of people trying to fight it, but it has a video on the main page of what it would look like. Stop the Billboard!
