Baltimore would probably be my choice. It has a nice geographical location...close to the ocean and lots of other fun cities, which is a plus. Warmer than Minneapolis, less clouds than Portland. Good food (crab legs!). I'm down.
Portland. Less crime than all three, better transit than all 3, though neither are exactly slouches there. Milder weather, if you can deal with the overcast and drizzles. More expensive than Minneapolis, less expensive than Baltimore. Fewer socioeconomic issues and stratification than Baltimore. Overall I'd rank as my preference:
I like living in Mpls/St Paul (I chose it!), but if we are including suburbs, I'd have to put Mpls. at the bottom of this list. Unlike the other 3 cities, we have very few pre-WWII suburbs. Wheter upper income, middle income or blue collar, most of our suburbs are ugly, bland, soulless sprawls of strip malls, big boxes, freeways, 8 lane streets and cookie cutter subdivisions apartment complexes and "town houses". There are a few charming small towns that people commute from, but they are 20+ miles out of Mpls's downtown and are not really suburbs, it's just that the sprawl engulfed them.

Um, I think that would be crab CAKES in Balto. They don't eat the legs of the crabs they catch around there, too small!
If money were no object? Baltimore. Baltimore is wonderful if you can afford to live in a nice area. If you're struggling, it can be rough. Parts of Baltimore are wonderful and it's certainly located excellently.
Given that I'm not independently wealthy, Portland.
Portland is an excellent city (not poorly located either) and an active one. Portland makes sense for someone who's middle class and looking to get some bang for their buck. It's one of my favorite cities to visit. It's surroundings are beautiful, it's a vibrant city with low crime and the people (in my experience) are wonderful.
On a Normal Budget:
1) Portland
2)Baltimore
3)Minnie
4)STL

Depends on where you have crabs! I lived in MD for a while (closer to DC though in Kensington) and certainly ate crab legs... it's not an appetizing process, but I'll just say you have to get creative but the end result is sweet and tasty. You do have to work for it and it does involve acting like you're eating from a straw. You're right though. Crabcakes are far more common. Crabcakes and football... that's what Maryland does!
