Without a doubt, San Francisco and Oakland. Yes, they are different but they are both 'east-coast' influenced in different ways. Next would be Seattle and Portland.
However, all of these cities are distinctly West Coast, especially San Francisco. There are lots of areas in SF and the bay area in general that have that mediterannean/palm tree/west coast feeling to it...

It's very close between Seattle and San Francisco. Both have a slight Northeastern college feel. I think LA and San Diego are more Midwestern than Eastern in feel.

San Francisco is the most East Coast influenced, Seattle would be second.
