This is a head scratcher. Richmond is CLEARLY the worst Southern city that's located in the North; without question. Hampton, on the other hand, is the worst Northern city in the South.
Now, mathematically, if you carry the "2", Richmond is worser than Hampton, but given the fact that Hampton is on the water, it's more prone to hurricanes and WORSE, Seamonster attacks.
But mostly because everybody in Hampton and Richmond hate everybody from Europe and think that they are far superior, I have to call it a tie.

Richmond is northern. It doesn't have characteristics of a Southern city. Hampton definitely does though and is easily, EASILY, more Southern than Richmond.
