I have an easy top three:
1.Oregon
2.Washington
3.California(The California Academy of Sciences pretty much beats any other eco-friendly building I've ever heard of.)

Beyond that I don't have ranks, but tiers.

Metrogrades: The Best Cities for Recycling: Men's Heath.com
In my opinion, Colorado doesn't deserve the "green" reputation it receives. Men's Health recently ranked the 100 best cities for recycling, on a scale where 1 is best and 100 is worst. Aurora, CO came in at 92 while Colorado Springs came in at 98.

Here's my list:
1. California
2. New York
3. Vermont
4. Pennsylvania
5. Wisconsin

Yeah I'd be interested to hear about Texas especially since I read a New York Times story about how governments in the big cities just aren't very behind recycling.

as for eco-friendly buildings, so many of them are built mainly for show.

Yeah, I would be suspicious of Texas being on there too. Not exactly the most well known for their tight pollution controls.
