Technically md is southern, i think the states split in half, the western shore, is mostly northern, go to the eastern shore and the way of life is no different than in alabama!!! And parts of southern md(pg, calvert, charles, st marys county) despite being very transient and successful areas. Many of the residents speak with a southern slang, they'll deny it to death but talk to someone from pg county, they have southern accents, nothing bad, just a little southern!!!

That's right and I think if you go outside of the South, I believe NY would be second in Black percentage at about 16-17%. I know NY is 10th overall in percentage and 1st in raw numbers. African American Population Demographics
I've noticed this type of question always gets people upset. People never get upset when you ask who has the most asian culture or highest asian population. But ask where a "black capital" is and people get all bent out of shape and say you're not "assimilating" or are "segregating yourself". I have a theory about this. Either it's the same old historical story of people thinking blacks have no respectable culture of their own or it's because that's an area where the south is pretty strong in (and we all know if the South has good offerings in it then it must be worthless).
