Doesn't seem like a great "QOL" to me.
Yeah, LA is remarkably safe now for a major US city. I wouldn't even have trouble recommending tourists to visit Langers Deli in Westlake, which I never would have done 15 years ago.

Having lived in both I'd have to go with Los Angeles.
