I'd probably go with Los Angeles County, Miami-Dade, or Cook County (where Chicago is). Los Angeles does have places like Little Armenia and Thai Town and Koreatown which are unheard of in most other cities. There are also many Chinese, Indian, Japanese, and various Hispanic enclaves in LA County.
The three most culturally diverse metro areas in the country are the greater New York tri-state area, greater LA area, and the Miami area.
These three regions stand alone for their cultural and ethnic diversity.
The next four in line that can all be debated would be greater D.C., the Bay Area, Chicagoland metro, and greater Houston, with D.C. narrowly edging out the other three.
