SF = The TL - only because you most likely aren't going to accidentally wander in to the other [more] dangerous areas (save for maybe some bad parts of the Mission). Golden Gate Avenue and Taylor Street, Taylor Street in general, Turk and Taylor Street, Turk and Leavenworth Street - but the more dangerous streets change daily depending on where the crack, pill, etc corners set up for the day. All things considered, it is actually a pretty safe [open air, free trade] drug market / zone. Violence is bad for business and dealers have no qualms about snitching to protect their bottom line.

In Chicago just going by average per 100k homicide rate per year between 2006 and 2013, in order it is West Garfield Park, Washington Park, Englewood, West Englewood, Greater Grand Crossing, Riverdale, Burnside, East Garfield Park, North Lawndale, and West Pullman. Barely anyone lives in both Riverdale and Burnside though - less than 10,000 together total. All together, these 10 areas have a combined population of 224,007 people.
I've been through half of these areas and am not terribly familiar, but I know there's some at least OK parts of East Garfield Park, North Lawndale, Greater Grand Crossing, and West Pullman. Typically Austin will get mentioned too, but it's the largest neighborhood in Chicago and has a few legitimately nice parts of it too.
According to Mapping LA, the #1 neighborhood for violent crime is centered on Western and Slauson in South LA. It might not be that exact intersection anymore, but it's probably only shifted a few blocks if it has.
I went to Williamsbridge one time and was ratchet.
Oh yea I was only talking about my sides.
But pretty much the majority of the Bronx is ratchet. Riverdale is so rich that the people who live there don't ever associate their address with the Bronx. East Bronx is nice also.
Staten Island - north staten ghetto.
Manhattan - central/east Harlem ghetto. Washington heights/inwood is ghetto but not violently ghetto, more like ghetto vibes.
