I would pick STL over Milwaukee simply because the weather is alot better. I lived in both cities and really enjoyed both. I think that the tight vote reflects the fact that life in these two cities are very similar. I know that it was for me. I would move back to either one as they are two quality cities with great people and alot to offer.
I said Milwaukee because Milwaukee is next to Lake Michigan and is a great city, not saying St. Louis isn't a great city but Milwaukee got the edge for me.
...for a multitude of reasons, a primary one being weather. I'd love the snow/low temps of Wisconsin, but I couldn't stand the sweltering summers of St. Louis, and the fact that St. Louis is basically landlocked.

yeah if you dont count the 2nd largest river in the US being the East border of the city
wait...Milwaukee is the Brew City but St.Louis has the largest beer factory in the world and the home of the best selling beer.
Let's see one major beer companies compared to many in Milwaukee or at least brewed in Milwaukee. Second, the history of brewing in Milwaukee is more rich than just having one beer company, at one time the top 4 beer companies in the world were located in Milwaukee at the same time. Not to mention all the bars and beer festivals in the city as well, also their is a lot of brew-pubs and craft breweries in the city. STL always claims to have the smartest fans in Baseball, well Milwaukee has the smartest beer fans in the country. You really can't find more educated people about beer than in the city of Milwaukee. That's why they call us the Brew City
