Has urban problems, but is on a better path these days. Probably fared the worst of the small cities in PA, except for maybe York.

Nice place with the best urban bones of the 2nd tier Georgia cities not named Savannah. It's currently in transition and has some crime issues, but it has a promising future.

Portsmouth, NH.

Nice little city in NH. Was once the capital since it is on NH's tiny coast. Also has Water Country!!!! I enjoy Portsmouth!!

So nice that the New Englanders who settled in Oregon decided to give the city they founded the same name because the area reminded them of the place they left. Perhaps the liveliest small metropolis in the United States, with plenty of historic charm and scenic beauty. Pity the governor of Maine's a kook; I don't think the Portlanders put him in office.
