Which is the fourth most important city in the US based on its cultural and economical contribution to the nation?

Based on it's historic contribution to our nation and a GDP of $312,000,000,000.00 Dollars,(behind: New York then Los Angeles then Chicago) making it Fourth largest economic powerhouse...I respectively pick none of the above. My pick is: Surprise...LOL...Philadelphia, but the economic numbers and tourist trade and historical significance(once our capital) back up my opinion. IMHO.
I put Houston.
Its a major Souther port, probably receiving a lot from Latin America and the Carribean (with Africa too I guess).
Not that I specifically think "Houston is number 4!" but out of those... I think it's around there.
But DC IMO is like number one, it's the capital of the world. And that sorta sounds conceited but ...

Looking at DC's economic influence strictly through the eyes of the GDP lens skews things a bit. Yes, there are a number of Fortune 500 companies sprinkled throughout the DC area (and, surprisingly, not all of them are closely tied to the federal government), but the federal government's economic power touches practically every aspect of our nation's economy in every jurisdiction. It makes it rather difficult to quantify. How, for example, do you assign a value to monetary policy decisions issued by the Treasury or Fed? Or of the decisions issued by the numerous regulatory agencies? In terms of national (and international) economic importance, I don't see how any city beyond NY eclipses DC.
Culturally and socially, SF is over DC like fine lace linens over a table.
By what measure? Good gracious, DC's cultural offerings are practically too voluminous to list. Even without the Smithsonian institutions, DC has a plethora of galleries, museums and performing arts venues. Coupled with the Smithsonian--the largest museum complex in the world--DC oozes culture.
Just within a few blocks of my home we have three sizable theaters and at least twice that many theater companies, half a dozen jazz clubs, two rock venues, countless independent art galleries, etc. And that's just along a few blocks of one neighborhood in the city. Every week the list of things to do is endless: shall I attend a music recital or cultural reception at an embassy, a reading from an internationally acclaimed author at any one of dozens of cultural institutions, an exhibit opening at one of our renowned art museums, a panel discussion on an important and timely topic by national and international experts, a jazz show at one of the city's numerous jazz clubs, a National Symphony performance at the Kennedy Center, a performance by the Shakespeare Theater Company at one of the city's three (!) Shakespeare theaters...and so on.
Yes, San Fran has a lot going on as well--it's one of the things I like about it. But to say that it has it "all over" DC in terms of culture? I think not.

What makes you say San Francisco is #2 in government influence? It's not the state capital (Boston is), and I believe Houston has many consulates located in the city due to the oil influence. Boston also has produced a couple influential government figures from that little college across the Charles River.
What makes San Francisco #2 here? It's arguably last out of these four.
