Not to jump in, but this is subjective and some will feel certain policies may have been detrimental, now Ted was involved/intrenched in politics over many years but there are also other senators with long track records and also instrumental in many policies

I do believe many of the Texas politicians would have made their way back to bridge a little quicker however...

D.C. is the seat of govt of the most powerful nation on earth. Banks? the Fed is located there. They set interest rates. On and on. Decisions made there affect our lives profoundly every single day.

4. I'd go with Chicago. All the others are regional centers, not really world cities.

I would go with that too. I think Chicago is closer to NY than with the other cities

And, I should add, DC clearly has the 2nd best public transit in the country - a key component of a truly urban city.
