Rutland has charm, but for for me it doesn't compare to the life of Burlington. It's a great little city with a vibrant street scene, a beautiful setting on Lake Champlain. It's the type of place I imagine retiring to.
Rutland is a charming town for a day trip but come on, Burlington is a city. No comparison, both nice if you want city pick Burlington, if you want rural pick Rutland.
The question is too vague and there are no parameters listed to compare city vs city. Just "which is better" or "which do you like best" isn't enough for a thread. Sorry.
