The Toronto aerial posted doesn't even show half of the core, just the Financial District. Nor does it show the massive lakefront highrise development on the CN rail lands.
You should see the monster Toronto is poised to become in the next couple of years.
T.O actually has some pretty decent architectural cred - if you are going from 1960's and ahead..Before that some decent Victorian and Gothic representation - particularly in old T.O..but yeah prior to the sixties Philly ruled T.O...
+ 60's = I.M Pei, Stone, Van Der Rohe, Gehry, Rivell, Calavatra, Alsop and Libeskind top an impressive list... for those in the know of course!
All those Toronto projects are 4-5 years away and the grand majority of them save a few are either underway or ready to start this year.
Even in the present, Toronto's skyline is far larger. Really, it wont make a difference, there's no city in North America other than New York with as much going on RIGHT NOW to it's skyline than Toronto. The city has 151 buildings that are either a skyscraper or a high-rise under construction right now, that's just slightly less than half of Philadelphia's total building count.
