Your comparing a downtown to pretty much an area bigger than Boston or San Francisco? yes makes lots of sense.
The City of Minneapolis is smaller than Inner Loop Houston.
I agree that this is a very strange comparison.
How about Downtown Minneapolis vs Downtown Houston? The Inner Loop is so big and is made up of at least 10-15 districts if not more. There are actually areas of the Inner Loop that are not even included in the city limits of Houston.
