If I was in your shoes I'd take Omaha. Yes, it is like a large small town but I've also experienced that same problem in Kansas City. A small town that acts like a small town is fine but it does not work well in a metro environment.
Still, Omaha has a relatively strong economy compared to most of the country and if something should happen to your existing job, it is likely you can find something to replace it. Not too sure that would be the case in FLA.
There are a number of decent parks within an hour's drive of Omaha which will allow everything from camping to hiking and fishing. The city is growing and is adding more culture and entertainment attractions to accommodate the new residents. Downtown is fairly lively now compared to when I lived there in 1995.
