In theory this could work better than states provided it's more expanded. I was hesitant on the idea of non-coastal states being "West Coast" but it strikes me as more plausible that there are cities in California, Oregon, and Washington that are "culturally coastal" without actually being on the coast.
Like Eugene, Oregon or Sacramento, California. I don't know if they "feel coastal" but maybe they do.
