The casinos in Biloxi are better than any casino in Louisiana period, except maybe Harrahs.
Well I did say Harrah's, and Harrah's is in New Orleans... how many casinos do u actually need to go to? lol
Most seriously gamblers are only going to gamble, at least primarily at one casino while going to Vegas for instance. Reason being if you play enough hours on the tables you are often going to get your room comp'd where you are staying.
I have only been to Biloxi once and to Atlantic City a million times. I enjoy both places but for different reasons. The beach in Biloxi is better because it stretches on forever. The Atlantic is better for swimming, because you have to wade out a million miles in Biloxi to get to deeper water. Biloxi is less expensive than Atlantic City particularly on weekends. Biloxi is the safer city but Atlantic City has far more to do. The Casinos in AC are bigger and offer more slots and different kinds of table games. As to which offers greater value, I can't say for sure. I seem to lose money regardless of where I go but I have fun doing it. I live alot closer to AC than Biloxi but would definitely go back again even though it means I have to get on an airplane.
After a trip to Biloxi, I was surprised by how big the casino industry is there. I knew it was large but didn’t realize just how large until going. These 2 are much closer than one would think
Atlantic City does overall have nicer casinos. But Biloxi has the Beaugh Rivage which may be the best between the 2 combined.

Old but this isn’t true even when this was said. Lauberge in Lake Charles, LA as well as its neighbor, the Golden Nugget, are nicer than any casino Biloxi besides the Beaugh Rivage which is right on par with those 2.
The thing that makes Biloxi great is that all of its casinos are concentrated in one area versus Louisiana which is primarily shared between 3 cities
I think people from a decade and a half ago would have never guessed the massive rise in gambling in the north outside of NJ. PA/NJ/NY basically equal Nevada now and are primed to cruise right by it in terms of revenue growth.
The big change in AC (and especially Vegas) was the pivot to more general entertainment. More festivals, one off events, concerts, etc.

But in addition to this, Biloxi is more prominent than this list suggests because of how concentrated the casino industry in Mississippi is. Louisiana ranks above Mississippi but its split between mostly Lake Charles, Shreveport/Bossier and Nola. There are 12 casinos in the Biloxi/Gulfport region
AC is still far superior in non gambling entertainment though as you mentioned
