I have never been to Mass, so I'm unable to comment on how technologically advanced the state seems/ is. However, I could absolutely make a case for Washington. As far as Puget Sound area goes, it's a place of creativity and innovation. It's the first for many, as well as a #2 hub for bay area companies. Experimentation is a part of the culture, and the architecture feels futuristic at times, even though it doesn't always have the best taste. I would put it in the top three, and not by a wide margin.
