Hurricane Agnes devasted my home area of Wilkes-Barre in 1972...to the tune of 3 Billion in damage(72 dollars) and 250,000 people homeless.... and we had dikes that could handle a 43 foot crest....the river broke thru the dikes....Busted a pier off a bridge in Pittston(closed 2 years) and lifted a 4 lane bridge off it's piers(in Wilkes-Barre), took it a quarter mile downstream with the light poles still attached...never assume the dikes are infallible...look at New Orleans for a more recent failure...
