Well, the ghettos of NJ are probably more dangerous and tougher than ghettos outside of NYC elsewhere in NY state. But I think those in Bed-Stuy and the south Bronx are a bit tougher than those in any city in NJ. But as a state, definitely NY.

That may be true, but NJ is vastly smaller than upstate NY.
Its a good question if you think percentage wise. Either way I am not sure but I am leaning toward New York simply because you have a over crowded population of 8 million living jampacked in New York City. While the ENTIRE STATE of New Jersey has 8 million+ and much of the population lives in beautiful suburbs, resort areas and even small towns.
Forgetting about this one thread, we need to drop this stereotype that most of New Jersey is Camden or Newark. Or oil refineries and factories. Its like we are going backwards on this thread and making the sterotype worse.
The state of NY outside of the 5 boroughs seems very safe and quiet(with the exception of Buffalo). And alot of the tough ghettos of NYC are quickly being gentrified for yuppies to dwell in them. I'm gonna have to go with NJ on this one, Yes they have suburbs, but the have MORE crime filled cities throughout there state then NY does.
