these lists that ask for peoples general opinion on cities are generally popularity contests. There are certain cities in the south that come out on top a lot as well like Asheville and Charleston.

I tend to exclude Florida when considering the south. Florida is kind of a subspecies of it's own especially the southern half.

relocating due to popularity vs. relocating due to jobs...

if the list was a growth rate by percentage list then Atlanta would surely come out in the top 3 for the past decade.

I'm on Tripadvisor too. It's a good site.

I went to Portland a little over a year go, and I don't think it's underrated. It's a nice city though.
