Birmingham?? Really? Whereabouts in the Ham is this nightlife? (Also, Birmingham is a bit large to be included on this list anyway)

Key West most definitely fits. I also agree with Charleston. Savannah is so/so. There is a lot of room for improvement, but it is definitely a party city when it comes to St. Patrick's Day.

!!?!! Been to both, it's not even remotely an issue. Madison has an awesome scene for a city it size. You should have checked out the dozens of bars along State Street and University.

Scottsdale, AZ (population 240,410), but it too is part of a larger MSA.

I'm 27 years old and a college student, however, the last thing I want to do is hang around a bunch of punkass college kids. Outside of the college drinking scene, what are people over age 25 supposed to do for fun in Madison? I don't even think there is an actual nightclub anywhere in the city of Madison. Meanwhile, Appleton for sure has 2 decent sized nightclubs as well as a handful of wine bars and martini lounges.

This is highly dependent on whether the OP meant city or metro population?

If it's "city" I would say Providence is one of the best. If it's metro, I don't know what I'd say? Maybe Newport RI?
