I see things neighborhood to neighborhood, there's multiple neighborhoods in all 4 these cities that can compete with each other in terms of safety, danger, etc. so I don't think overall tells the whole story because its such a blanket statement.

OVERALL I'd say it goes like this:

1. NYC
2. D.C.
3. Philly
4. Baltimore

That is debatable. The chance of catching a bullet in any of these cities is pretty low unless you go looking for it. I will admit that my original response was a scarcastic comment about those who are obsessed with crime for whatever reason.
In the meantime if it is just crime you are worried about it seems to be NY lowest, then Philly, then DC with Baltimore reporting the most crime per person. They all have less crime then places like New Orleans, Miami, Orlando and Las Vegas among others.

This is kind of a useless debate, because NYC is so much larger than the others, and philly is much larger than Bmore or DC. Yes, NYC is safer than the others, but does that mean you're safer in the south bx or east new york than west side bmore or southeast dc? no. Comparing neighborhoods makes more sense than comparing cities.

Having said that, Bmore and DC have very similar crime rates. While, yes, Bmore is much grimier and more run down than DC, in terms of crime, it's very comparable. When comparing the two, people seem to forget about PG county, it's VERY MUCH a part of the DC area/culture, but not "technically" part of the city. As it stands now, year to date there are 57 murders in Bmore, 31 in DC and 32 in PG, so really the murders in both areas (Bmore and DC area) are the same. Philly has about 90, which goes in line with being a significantly bigger city.

People like to couple crime and ghettoness with griminess (run-down). The two dont always go hand in hand. PG county is very suburban and when u drive thru it doesnt look that bad, yet the crime level there is easily on par with many urban areas. Of the 4 cities, Philly and Bmore look the worst because they are definitely more run down than nyc or dc.

based on what?

based on the most used statistics, murder rate and violent crime rate, dc is more dangerous than philadelphia. baltimore is the most dangerous and new york is the safest.

Murders in the Mid-Atlantic, 2011....so far this year

Statistically by murder rate its NYC, Philly, DC, Baltimore from safest to worst...Baltimore city has almost double the murders of DC but alot of DC crime is concentrated in the suburbs unlike Baltimore...Baltimore and DC together look like theres about as much murders as the NYC metro

All cities have their good and bad areas. As far as crime goes id say New York is the safest, followed by Philadelphia, DC, then Baltimore. But really its all fairly relative because each of these cities have their ugly areas. If your looking at disasters, whether it be natural or God forbid an attack, it would be New York as the least safe, because it is such a large city, and really it is a city on water. Then DC would be next, followed by philly and baltimore. Philly and Balimore have the calmer weather than the other 2, usually.
