Portsmouth vs. Burlington (better, comparison, size, restaurant)

Two charming New England cities with a penchant for mayhem.

I don't want to turn this into a real New Hampshire vs. Vermont debate, but as far as the two towns are concerned, which is better all around? (scenery, restaurants, shopping, convenience, weather, etc.)

I always thought that this was a fair and decent comparison. I personally like Portsmouth better. Just something about Burlington that turns me off. They are both kind of pricey especially for being small cities. But I like the location and look of Portsmouth better. I have always thought of Burlington as charming but something is missing which I can't explain. I think their both far and above ahead of other cities of their size.
