Of course D.C is better off in the quality of life category but what city do you think has the most history and culture (please identify)......Both cities dubbed the "chocolate city" and both cities dubbed the "original murder capitals" in the 90's for being in a league of their own in terms of murder rate....Both cities seem so different but yet similar....I've never been to new orleans can anyone weigh in???
I wouldn't call DC the "Chocolate City" anymore. It's pretty diverse now and the demographics are nothing like the 90s. Also, DC went from the "Murder Capital" in the 90s with almost 500 homicides in 1991 to only 130 murders last year. This year is actually off to an even slower start with I think 8 murders in the first month. So DC is rapidly changing into a world class city, whereas NO still has a lot more to go.(Katrina obviously played a big part in that)
The one thing I see that they have in common is their European looks. I don't know NO too well, but DC was designed by a French person, L'Enfant. He purposely designed it to be like Paris.
NO & DC are not similar in any way, shape or form other than crime.
DC and NO are increasingly dissimilar in crime as well. DC's crime rate has been dropping precipitously since its early-90s heyday. And while the crime rate in the city proper remains high (16th highest in the country in 2009, versus 6th for New Orleans), the crime rate for the metropolitan region is quite low. Beyond that, the two cities aren't really comparable.

How do you determine quality of life?
New Orleans probably has the most culture and the same amount if not more history.
The Murder capital title is the only thing they really share.
New Orleans wasn't dubbed the "Chocolate City" at least not by any New Orleanians. C. Ray Nagin made the comment in a speech and thankfully we only have months left of him.

New Orleans is the DC of the 2000's, Washington was where NO is at 20 years ago in terms of crime and demographics, it's levels ahead right now. I agree they are not similar in any way now...DC is more like New York than it is New Orleans...DC does have a strong black culture and history though from post WWII and beyond blacks dominated the city's culture, accent, dress code, music, and lifestyle.
New Orleans is WAY better. I like DC but it really is no comparison.
