I know, and I didn't think it was that difficult to understand. For example, San Jose airport is served by Mexicana but so is SFO. Therefore, San Francisco's total number of foreign carriers does not change.

Exactly.

San Jose's & Oakland's international numbers are so small, they really don't boost up the Bay Area's totals to the point of barely mentioning.

Just like Midway, Reagan and LaGuardia in their respective cities.

These are not airports that are really even going after international traffic, except in small niche situations. It's not what they were designed for.

Besides, San Jose isn't in the same MSA as San Francisco and I specifically stated that the list was confined to MSA.

Having said that, it appears that Oakland is indeed served by 2 foreign carriers (Volaris and SATA) that do not serve SFO, so I stand corrected. Add 2 to San Francisco's total. But this instance is the exception and not the rule. In general, small reliever airports aren't going to have the international carriers of primary airports.

You really think Boston and Atlanta are more internationally connected then Miami? I can see a valid argument for the rest but to exclude Miami is incorrect. Maybe you just forgot.
