going on the construction of the poll question, i voted for miami because it is constantly evolving in scale, depth, and density, and it is doing it quickly. some of the cities listed seem to be listed simply because they seem to appear in any subject involving our country. good or bad, true or false.

Centennial Park has brought an amazing metamorphosis to downtown Atlanta, and has been a lightning rod for new development there. Then there is the growth of Georgia State, the gentrification of Castleberry Hill and the re-awakening of Underground Atlanta...if there is anything else like UA in the country, I am not aware of it. I can easily see why people are placing their votes there.

it must not be widely known about portland and seattle, as they were left out of the poll.

Probably because most consider their downtowns not 'up and coming', but already there.

People in town for a Brave's game would never see any of this unless they knew where they were going.

Pretty much all big cities in the US are doing major projects in there downtowns to enhance them due to the high demand for the "middle class urban lifestyle"

Well, it was in March, so I wouldn't expect that area to be dead then (but not as lively as the summer), but it was very quiet. I've been to Atlanta a few times on my way to spring training and spent nights there visiting local friends who weren't driving down to Florida with me. There really wasn't anything going on at all.
