Despite their often negative connotation, I find many black neighborhoods to be rich with history and culture, and some have gentrified.

My criteria for a good African-american neighborhood:

-Average or less crime
-Good public service facilities
-A good middle-class population
-Lots of fine culture/entertainment (music scene, literature, cultural attractions, etc.)
-Good transportation access
-Lively shopping/dining
-Good recreational facilities
-At least 50% of the neighborhood is black
-A population of at least 5,000

These type of questions and topics are becoming popular these days.

Atlanta or DC. Your going to hear those the most.

I would also have to single out Flossmoor (suburban Chicago, IL), IL. It is a gorgeous community.

There are no neighborhoods meeting these criteria in Mpls/St Paul.

70% of african americans.The median income for a household in the CDP was $90,233, and the median income for a family was $103,174

Flossmoor is about 65% white

You know, you are right; I stand corrected. I have visited (AA) friends there, and in my wanderings took it for a majority black community.

In Syracuse, the Salt Springs neighborhood would probably fit. Especially the eastern half of the neighborhood. It is close to all of the things you are looking for and it might be around 5,000 people in terms of size. I believe it is around 60-65% Black.
