The Office of Management and Budget also considers Atlantic City-Hammonton its own region, and separate from Philadelphia. My guess is the belief is that the casinos are its own significant employment center (like Trenton), and those economies exist because of NJ legislature - so the thought is its not connected to Philadelphia. false line of logic, IMO. the Philadelphia to Atlantic City connection is stronger. It's South Jersey, and New York doesn't influence the area like how it might influence the Lehigh Valley or Mercer County, but who knows.

The Lehigh Valley/Allentown seems somewhat more separated from Philly, and has ex-NYers generating growth in the region.

I'm not sure about Dover. It's the capitol of Delaware, but Delaware to Philly is a weaker link than SJ to Philadelphia. I also don't know how strong the connection of Central DE/Kent Co./Dover to Philly specifically is also. The Office of Management and Budget does offer Philadelphia, Cecil County MD though!

The bay area should definitely be one MSA but with only the SF msa and SJ msa combined. That would be a population of 6,157,253. The Bay area CSA counts a lot of the napa countryside populations and outer areas that shouldnt be included if the bay area became one msa.

The DC/Balt & Boston CSA are exactly that and should not be considered an MSA. Technically Dallas is still the 4th largest msa even if you combined SF/SJ into one msa.
