Wow, very impressed with L.A.'s expansion. I knew that there were plans in the works but wasn't as aware of how expansive and ambitious the project is. Definitely a city moving in the right direction!
Why aren't the Expo and Purple line being extended to LAX? It's only an additional couple miles or so from Santa Monica to LAX. This would make both lines far more useful.
How does all of this get prioritized over the Budget deficit?
Just to explain a little bit about the 30/10 plan. The 9.8 million residents of Los Angeles County voted by a 67.22% margin to pass "Measure R." It raises sales tax in Los Angeles County by one half cent for thirty years for transportation projects in the county. Over those 30 years, $40 BILLION dollars will be raised through the Measure. These funds can ONLY BE USED FOR TRANSPORTATION.
The reason these projects are slated to be done in 30 years is because over that time Measure R money will be gradually flowing in. The Mayor wants to fast track this to now.
The Mayor is proposing the 30/10 plan to the Federal Government and Congress and has gotten a lot of support. Everyone is crossing their fingers in L.A. that is works out. Because Measure R doesn't have all 40 billion yet, the 30/10 plan would use a federal loan guarantee and then pay back the cost of the rail projects once all of Measure R is in. http://thesource.metro.net/2010/03/1...ors-3010-plan/
While the city of Los Angeles is in financial stress, the funds from Measure R are totally separate and can only be used to BUILD OR IMPROVE public transit and also highways in Los Angeles County. Funding for the Los Angeles County Metrpolitan Transit Authority (Metro) is also separate from L.A. the city as Metro is a county agency. Los Angeles the city operates is smaller own transit service as well through the Department of Transportation called "DASH" and "Commuter Express."
The 11 miles of the Gold Line's "Foothill Extension" just broke ground as the first rail project using some of the Measure R funds that already have flowed in. The Orange Line Metroliner Busway EXTENSION to Chatsworth Metrolink station was the first project to use Measure R funds, but was not rail (its BRT).
Los Angeles is also having a small expansion on its commuter rail system, Metrolink. Metrolink operates mainly during commuter hours. To further connect Metrolink to the Inland Empire (Riverside and San Bernardino County), the Riverside County Transit Authority is funding Metrolink's 24 mile extension of the commuter rail to Perris. The expansion is expected to add 4,400 commuters to the 91 line that heads to Downtown Los Angeles (Union Station is 72 miles from Perris!). Stations will be at Hunter Park (neighborhood in Riverside, CA), Morreno Valley (population 186,000), North Perris, and South Perris (Perris has 46,000 people). Look for it to be done in 2013.
