I think "best" is entirely subjective, and different neighborhoods are great for different reasons. However, the Central West End of St. Louis is most definitely a contender. It also happens to be where I live! Here's a little walking tour that my wife and I did:

Is that where Forest Park is? It reminded me a lot of Midtown Atlanta, but without the skyscrapers.

Yes, the Central West End is on the eastern edge of Forest Park. There are lots of high-rises, but they aren't as tall as Atlanta. It is also a much older neighborhood than midtown Atlanta:

OMG! Love those photos of St. Louis! Is that cluster of buildings Washington U?

The further away you get from the river, it really is a beautiful city. North and south, not so much.

Nope, those buildings are located in the Central West End, about 2 miles east of Washington University. Not sure what parts of the city you saw, but some of the most beautiful historic neighborhoods in the city are on the South Side, and the architecture of the North Side is amazingly beautiful, even though many neighborhoods have seen better days.
