DC is like the anti-south homey. Everything that the city does goes against southern culture. DC celebrates "Emancipation Day" as a holiday and as slap in the face to Virginia. DC was one of the first places to allow gays to marry legally. DC votes 97% democrat in all elections. Satan could be on the ballot and the city will vote for him if he is a democrat. LLS. DC was one of the first cities to elect an all black city council. DC re-elected a crack head mayor! Where do they do that at in the south? DC was one of the first places to ban smoking in public place and restaurants years ago. The south is still lagging behind. People in DC don't see themselves as southerners or northerners but they have all the demographics and characteristics of northerners. The accent is a mix too.

Baltimore is like bizarro world. It's got to be the weirdest city on the east coast. The white people in Bmore are red neckish with all the "hon" talk. In DC, they have way more style and sophistication. Plus, their accent isn't southern by any means. Maury Povich has the typical white persons version of the DC accent. The black DC accent is a mid atlantic accent with some northern and some slightly southern traits. See Michael Ealy and Laz Alonzo.

And I'm pretty sure it is not. Blacks make up a plurality in Philly, not a majority. And despite the large size of its Black population, Philadelphia's identity is largely Italian. At one time, 1 out of every 3 Philadelphians was of Italian ancestry.
