How the heck is DC not a northeast city? It certainly isn't a southeast city unless you count Alaska & Hawaii which would make every city south of Chicago a southern city (NYC, Philly, STL, SF, etc.).
DC is a Mid-Atlantic city, I prefer this term. Baltimore, Philadelphia, & New York City are also Mid-Atlantic cities.

Idk. But when i ride amtrak(which i've frequently done in college) when u leave richmond and eventually enter DC you feel like you've entered the northeast. Dc is the first city in the northeast it doesnt have a southern feeling at all
Dc begins the north and it seems that north virginia is the transition from south to north

That's exactly my feeling. Whenever you drive up to the Washington, D.C. area from places far away south, you feel like you've entered a different, highly populated zone. And once you enter the city limits of D.C., there's this gritty and densely urban vibe that is unmistakenly northern. IMO.
Another thing is that people who move to the D.C. area from southern cities often express how it feels like a busy "northern" city. It's very common to hear that. I know that's not a very scientific observation, but perceptions are what they are.
