San Antonio has had it's love affair with lavish theatres and cultural venues. Downtown has 5 restored vaudeville theatre palaces, fine musuems, a downtown theatre district and three downtown arts districts. San Antonio didn't knock theirs down like most cities. San Antonio has one of the most strict conservation socities known to man. A good thing, but, has knocked down some great modern skyscraper plans.
I wouldn't so quick put it way above San Antonio let alone all Texas cities. Houston claims to have the second largest theatre district outside NYC, but, when I looked into San Antonio's it had a tad more theatre seats for performing arts in it's downtown. As far a corp HQ's Texas has the most F-500's in the nation, San Antono had 6 F500 down to Five after the At&T departure.

Cleveland is very underrated. One of the most underrated cities in the country.
A national park 30 minutes from downtown
A great rapid transit system
Great lakefront
Beautiful park system
Second largest theatre district in the country after New York
Some of the best orchestras and art museums in the world
World class healthcare system
Booming biotech and bio medical economy
One of the fastest growing downtown populations
Home to plenty of fortune 500 companies
An unemployment rate below the national average
A diversifying and bustling economy
And so much more...

Oh yes, but I am just going with what is being compared. I could add Seattle, Portland, Milwaukee, Philadelphia, Baltimore, St. Louis, Minneapolis, etc to the list as well.
The two cities that I think that are the most underrated though are Pittsburgh and Cleveland.
Are sure about the unemployment rate? I read the other day it had one of the highest unemployment rates in the country. Maybe I'm wrong.
What does it mean if it is part of the rust belt? That doesn't mean anything. Cleveland maybe in the rust belt, but it has an extremely diverse economy. Progressive, Key Bank, a Federal Bank reserve, Cleveland Clinic, University Hospitals, Eaton Corp, etc.
USA average metro unemployment rate = 10.4%
Cleveland metro unemployment rate = 9.8%
I don't know how it is one of the highest when there are well over 150 major metro areas with higher unemployment rates than Cleveland.
It's good Cleveland fairs better than Miami and other metro areas. I have family in Columbus and Lima, Oh, never made it to Cleveland. Cleveland looks like a nice city.

It's a great city. Like Pittsburgh, it has made leaps and bounds to change itself. Now it just needs to work on its image nationally. With the new casino, Flats East Bank project, new convention center and medical mart all breaking ground this year, Cleveland will see over 2 billion dollars in development in downtown during 2010. Not to mention all the new loft conversions in the Warehouse District and the new apartments going in along Euclid Avenue and East 9th.
San Antonio is a great city as well. One of my favorite food cities in the country.
