DC has done pretty good at getting their number of murders down. 474 in 1990 compared to 143 last year.

I'd say NYC.

From the projects and non-building standards pre-WW2, vastly changed the quality of life in NYC. Had nothing been done, the sheer amount of people would have turned NYC into a Mumbai like city.

Also, from the political changes of the 1980s and 1990s. NYC was a very crime ridden, dirty city in these times. Many changes since then have been remarkable.

Again, this is just from reading articles and books however as I have never been there

NYC has done a nice job turning around, but the "bad old days" were never quite as bad as they are made out to be.

This city undoubtably went through some tough times, but the city never really collapsed in the way places like Philly or DC did.
