Perhaps it would be in the center of the continental US. Maybe Oklahoma, Nebraska, Kansas, that area.

wouldnt there be too much river traffic? I say anywhere where we have river, lakes AND ocean access is best

Atlantic or Pacific? If it needs to be near a lake, perhaps even the Gulf. But I suppose the Hudson Bay, or even near the Bay Area would be the prime location. Of course, climate may not matter. I still like NC as the location the best. I wonder why?
