1st - Mexico City
2nd - Houston/New Orleans (tied)
People don't realize Mexico City was built over a lake and that city is plumetting it has sunk more than 30 ft + in the 20th century. Venice on the other hand has only sunk 9 ft. Mexico City is sinking at a rate of 6 to 8 inches per year.

New Orleans is still going to win this poll though, because everyone thinks "oh, it's below sea-level" or "it floods all of the time". Few people know that the center of Mexico City has sunken (what 26 feet?) in the last 60 or so years. Most people don't even realize that Houston is sinking.
Yes Houston is sinking. Houston is sinking a 1/2 inch per year. So much attention is paid to New Orleans but Houston is just as vunerable as New Orleans. The biggest difference between New Orleans and Houston is New Orleans has to fight with the Great Mississppi River and the Gulf of Mexico. Mexico City is a diaster waiting to happen. 18 million people live in Mexico City. As that city sinks the more vunerable the city becomes to earthquakes.
