Just wondering, what's the top city(s) with the best classical music scene at the moment? (I'm talking most recent years, not two or three decades ago) Is it largely dependent on the major metropolitan orchestra in the city?
I was just thinking about another recently opened venue that is not technically a concert hall, but is often used for that purpose throughout the year.

Well the NY and LA Philharmonic are pretty much a given. The Cleveland scene definitely deserves a spot in the top tier in terms of world renown. San Francisco also comes to mind.

I'm not sure the LA Phil can be considered in the "top tier" of the US orchestras, at least not quite yet. And the classical music scene isn't that great, with Hollywood (think pop music) right around the corner.
You brought up SF, any reasons why? Is there a good-sized classical music scene there?
Washington, DC has a fabulous classical arts scene. I can't say how it compares with other top-tier cities, but the quality and diversity of the performing arts venues and the groups here are spectacular.
