it actually already is larger... but greater tokyo is always touted as 35m, greater new york should also be...

Yeah actually a fun fact is that Tokyo is not technically a city in a sense, it's a combination of prefectures that come together, which is why it's population is nearly always disputed, since it's exact boundaries haven't been drawn in.
I do it at least once a week (actually to the Hyatt in Jersey City if you know where that is, great view of manhatten there built on a dock in the hudson right at the entrance to the Holland tunnel)- google maps takes you way out of the most direct route - while i agree the drive is further than the closest point (at 46 miles) From the Betsy Ross bridge to Holland tunnel is 72 miles (road miles) and can be done in 65 minutes (only averaging 75-80 on the NJ turnpike which is moving with traffic and because I also use a couple of cut throughs that have traffic lights in South Jersey rt 73) But if where the Holland comes into Manhatten is not considered the core part of NY I am not sure what is. The only bad part is it is $32 in tolls round-trip
From the Betsy Ross to outer bridge crossing and perth-amboy into NYC it is only 64 miles driving and 60 minutes (from Philly to NYC)
There is no way the drive from the Betsy Ross Bridge (or anywhere in Philadelphia) to the Holland Tunnel takes only 5 minutes longer than the drive to the Outerbridge Crossing.

exit 12 vs 14a - plus 4 miles
287 is an additional 5 miles to outer bridge
14a is 4 miles past 12 and to holland is another 4.2 miles
net is ~4 miles
pretty simple math
betsy ross is 3.6 miles from 676 which would be center city
You are right I am thinking 12 for Pulaski to Staten
I'm going to send you a Rand McNally map for Xmas. Exit 12 is for Carteret, NJ. You can get to Staten Island via the Outerbridge Xing (Exit 10) or the Goethals (Exit 13). The Pulaski Skyway goes between Newark and Jersey City and is not directly accessible to the Turnpike.
