So what is the best city in New England,Mid Atlantic and Mid West?
So your no.1 city should be based on livability, things to do, sports etc.

IMHO- Chicago, because I live there. But this about to turn into an all out NYC thread.

The midwest is nearer the east than it is to the west

I am not sure it matters, though to me Chicago would be number 2 in this list if I unbiasly take my hometown (which to me is number 1) out of the equation.

In this list there are many great cities to choose from; many are great cities actually

On this list though how can someone not vote NY unbiasly (it may not be a choice for some as its so big and congested but as far as cities go...)

Yes but most would not consider the Midwest as NE cities

Think of it this way: The center of US population is 4 points west of Chicago, in Missouri. So Chicago is more East than West... barely. If you divide the country up 50-50 into only East and West, Chicago is East. But if you divide it up 33-33-33, East, Middle, and West, then Chicago is clearly in the Middle.
